DIRECTION (1-5): Read the given passage carefully and answer the questions that follow.

Haryana emerged as one of India’s economic success story this century, driven largely by the emerging of the Gurgaon-Manesar belt as an economic dynamo. On Monday, however, the state’s BJP-led coalition government led by chief minister Manohar Lal Khattar turned the clock back, by deciding to --------------(i)an ordinance to reserve 75% of fresh private sector jobs for locals. It’s a self-destructive move. Haryana’s recent economic dynamism owes much to its ability to attract talent from across the country. Erect barriers to labour mobility will deter investment and creation of jobs.

The outline of the proposed ordinance indicates it will apply to jobs with a monthly pay below Rs 50,000 and firms that employ more than 10 people. Based on India’s experience with similar byzantine laws, it will likely facilitate corruption and create another barrier to ease of doing business. Moreover, using a populist tool such as 75% reservation is really an admission of government failure. Inability to skill youth adequately is sought to be overcome through self-defeating policies.

It’s indefensible for state governments to be invested in GST, which was all about dismantling fiscal barriers, then put up obstacles to labour mobility. Given that Haryana has a BJP CM, it’s also inconsistent with the party’s stand on hollowing out Article 370 which gave residents of erstwhile J&K special privileges. Erecting barriers to labour mobility by states like Haryana and Andhra Pradesh undermines national unity. It’s not too late to step back. Job reservation for locals will not enhance their economic opportunities. Raising the standard of education and skilling youth entering the job market is the only durable way to increase the size of the economic pie. Haryana shouldn’t go ahead with reservations.

Answers :

1) Answer: C

Sentence A is incorrect.

Rules: One of the + Plural noun(stories)/ After Article and Before ‘of’ + Noun (‘emerging’= verb and adjective. Emergence = Noun)

Sentence B is incorrect.

Rules: ‘will deter investment’ = helping verb + main verb + object. We need Subject before this phrase to make it a meaningful sentence. ‘Erect’ = verb (V1 doesn’t work as subject).

V4(V+ing) can be used as a subject, it is called Gerund.

So, it should be ‘Erecting’ in place of ‘Erect’.

Sentence C is correct as it has followed all the rules of grammar.

2) Answer: B

‘Promulgate/ Implement’ = put into effect, these two words fit the blank.

‘Passed’ fits the blank according to the meaning, but it is grammatically incorrect.

Rule: To + V1(Pass)

‘Incarcerate’ = Imprison, it is incorrect according to the meaning of the sentence.

3) Answer: D

Laudatory = When the author continuously praises the subject of the passage.

Commiserating = When the author shows sympathy and wants to make the reader feel the trauma undergone by the sufferers.

Biased = When the author favours the something or someone.

Apologetic = When the author expresses remorse regarding the tragedies of past.

These four words don’t convey the tone of the passage.

In the passage, the author has sown his disagreement with the move of the Haryana government.

So, Vitriolic (When the author shows his disagreement with something in a harsh way) correctly conveys the tone of the passage.

4) Answer: E

All the statements are false.
